This actually makes A LOT of sense. Because while Ianto closing the rift is nice and heroic and all, if it was so easy, you think it would have happened already. Take some Welsh rocks and bang them together every time something Really Big happens with the rift, which should be pretty often. But a huge, overarching conspiracy where Ianto had to be set up the exact right place/time with the right motivations? ...yeah, ok.
